Tf II D binds first, with the help of TATA binding proteins (TBP( & TBP- associated factors) . This binding causes distortion of the DNA at the promoter. 
Then Tf II A comes in, helping Tf II D to bind.
Then Tf II B binds, measures the distance from the core promoter sequence to the promoter start.

This is called the DAB complext because they are the first to bind to the promoter sequenve, then RNA pol II comes in along with other Transcription factors

Describe the mechanism of transcription in both prokaryotes amd eukaryotes.

The goal is to make RNA that is literally identical to the coding strand of DNA except for Uracil and Thymine.
Rna polymerase binds to the promoter on the sense/ coding strand, but the Rna pol. complex spans across and also covers part of the template/ antisense strand.
It does this because even if it binds to the sense strand, it has to use the antisense strand as a template for making Rna complementary to the template strand ,thus identical to the coding strand.
