Who is a Stakeholder?

Stakeholders in a process are actors (persons or organizations) with a vested
interest in the policy, plan and project being promoted.

• Accepted definitions are:
• any person, group or organisation who can be
positively or negatively impacted by, or cause an
impact on the actions or activities proposed
• Any individual, group, or institution who has a
vested interest in the natural resources of the
project area and/or who potentially will be
affected by project activities and have something
to gain or lose if conditions change or stay the
same.

What Is a Sustainable Community?

• Most sustainable community definitions focus on long-term integrated systems
approaches, healthy communities, and quality-of-life issues by addressing
economic, environmental, and social issues.
• The concept recognizes that economic, environmental, and social issues are
interdependent and integrated. To stress the importance of addressing and
balancing these issues, many have used the analogy of a three-legged stool.

• Economic issues include
• satisfying jobs
• Jobs & opportunities
• living wages
• stable businesses
• stable investments
• stable value of your properties
• appropriate technology development and
implementation

• If a community does not have a strong economy, then it
cannot be healthy and sustainable over the long term

Limits of Sustainable indicators

• It is still difficult to measure the multidimensionality of sustainable development
• The complexity of the observed phenomena and their interrelationship force
the adoption of technical indicators which are difficult to understand to
outsiders

• Peculiarities of every single local context need the use of ad hoc set indicators
• Experts are involved in the definition of technical indicators that are able to
acknowledge the complexity of sustainability. This issue often prevents the local
community to identify their indicator through a participative process

Are we allowed to aggregate “apples and
oranges”?

• What looks so simple at first sight - aggregate all relevant indicators into one index - touches one

of the eldest disputes of indicator theory: should we “aggregate apples and oranges”?

• Many experts still categorically reject to do so, saying it is scientifically unsound to compare, for

example, car production, hazardous waste and gender equality on the basis of a common unit.


BUT actually we use aggregated index in several situations:

• GDP

• Environmental Performance index (see last semester)

• Policy Performance Index

• Ecological Footprint

• Human Development Index

Gross Domestic Product

GDP is the total value of everything produced by all the people and companies in the country. It doesn't matter
if they are citizens or foreign-owned companies.


The components of GDP are:
Personal Consumption Expenditures plus Business Investment plus Government Spending plus (Exports minus
Imports).
Now that you know what the components are, it's easy to calculate a country's gross domestic product using
this standard formula: C + I + G + (X-M).
There are many different ways to measure a country's GDP: Nominal GDP, Real GDP but anyway none of them
take into account social and environmental externalities.

• That different types of measures can, in fact, be aggregated into a comprehensive index of sustainable
development.

• That higher-level aggregation should signal the relative sustainability of a state or trend, rather than simply
displaying the numerical data in a different form.

• That a vast array of complex information can be reduced to a simple presentation—but in a way that
compels the user to further explore the complex details of sustainability, and draws links from individual
actions to the whole of society.

• That a framework for sustainability indicators must be able to grow and adapt to society's ever-increasing
understanding and sophistication in each element of the framework.

Pro &Cons of DS use

PROS:

• The tool is user-friendly and the software application clearly facilitates the communication of complex
but important appraisals to those who do not have the training to follow all the steps;
• The DS contemporaneously allows the analysis of numerous sustainability data both with detailed
indicators and aggregated indexes;
• The DS helps communicate the sustainability performances to expert and non-experts and support the
Community to share sustainable development goals;
• The DS guides in the definition of new sustainable development policy by pointing out the strengths and
weaknesses of the current local development policy.


CONS:

• The DS presents only a RELATIVE sustainability performance of each Country/scenario and non and
absolute one.
• The DS needs lots of data.

Ecological Footprint

The notion of Ecological Footprint (EF) was introduced in 1996 by
Reesand Wackernagel when this indicator was defined as the area
of land and water hypothetically required to provide the resources
and to absorb the waste generated by a human population.

Sustainable communities - Environmental Issues

• From an environmental standpoint, a community can be
sustainable over the long term only if it is not degrading its
environment or using up finite resources.
• Environmental concerns include
 protecting human and environmental health
 having healthy ecosystems and habitat
 reducing and/or eliminating pollution in water, air, and land;
providing green spaces and parks for wildlife, recreation, and
other uses
 pursuing ecosystem management
 protecting biodiversity; etc.

Sustainable communities - Social Issues

• A community must also address social issues. If a community
has significant social problems, such as serious crime, then it
cannot be healthy and stable over the long term.
• Social issues addressed in sustainable community efforts
include education, crime, equity, inner-city problems,
community building, spirituality, environmental justice, etc.
• Furthermore, such a community probably will not be able to
address other key community issues, such as environmental
problems, because it is so busy dealing with its social
problems.

Data vs. statistics:

  • Data are figures that need further processing (e.g.
    aggregation to national level, adjustment for season, climate, economic
    cycles etc.), before they can be called statistics.
  • Statistics are data coming from official sources
