Transitory/ stochastic poverty

What's vulnerability?

  • defined as the exposure to risk and the lack of ability to cope with its consequences

vulnerability = risk - ability to cope

  • in connection with poverty: vulnerability is probability that a hh falls below poverty line in the future; states relationship btw. poverty, uncertainty and social risk amnagement 
  • occurs for individuals and households and happens in regards to risks and shocks

What's resilience?

refers to a person's / community's ability to bounce back or recover after adversity or hard times; capability of building positievely on the adversities 


=> hh/ individual with low resilience is considered to be vulnerable

What is meant by vulnerability to food insecurity/ borderline food insecurity?

  • Being at risk to become transitorily or chronically food insecure in the future, though until now able to maintain an acceptable food intake
  • borderline -> state of vulnerability to food insecurity but differs from transitory food insecurity by the fact that food insecurity has not been experienced so far by these at-risk households

What kind of shocks exist? and what are coping strategies?

  • dempgraphical (birth, death, illness, family status)
  • environmental (drought, flood, storm,..)
  • economical (prices production/ consumption/ assets, credit rationing, emplyoment, public transfer)
  • social and political (land reform, resettlement, theft, discrimination)


Coping strategies:

  • consumption reduction
  • sale of assets
  • saving and credits
  • insurance
  • migration
  • labor supply
  • storage management
  • hh structure

getting people out of poverty is a necessary step but does not immediately mean food security

  • goal 1: eradicate extreme poverty and hunger 
  • target 1.c: reduce by half the proportion of people who suffer from hunger
    • indicator 1: prevalence of udnerwheight children under 5 years age
    • indicator 2: proportion of population below minimum level of dietary energy consumption
