What kinds of Public Organizations are to be distinguished?
Governmental orgs, party of the goverments i.e. ministries, police, water authorities etc (public bodies) Semi-governmental orgs, strongly connected to the government, i.e. public libraries, schools, hospitals etc (these can have other legal forms)

Name differences between Associations and Foundations:
Associations have members (i.e. sports club), members are willing to pursue a common purpose. No capital is needed to form an association. New board members are appointed by the general meeting of the members. Foundations have an immaterial goal. They don't have members. Foundation consists of the equity commited to a purpose by its founder, which is called donator. They gain money mainly by donations. Goals can be charitable, artfully or other immaterial purposes.

How does Budget financing work and where is it most common?
It's common in governmental organizations. The budget required is estimated, then approved, or adjusted, and provided by a higher authority. Budgets usually are connected to goals that have to be reached, in case of missing goals, the budget might be reduced afterwards.

How does Lump Sum financing work and where is it common?
Very common in public eduation. Schools get a fixed amount per registered student, the school is relatively free to spend this money. (staff, buildings, it, etc) Larger schools profit from this, as not all expenses increase lineraly with more students.

How do subsidies work?
Subsidies are government provided funds that do not cover 100% of costs of an organization, they have to co-finance part of the cost itself. E.g. a public libraries gets subsidies but cofinances with contributions from users and penalties for late return.

Name the three diferent roles / "hats" of board members and briefly name their functions:
Governance hat: This hat carries legal authority to govern. It is worn when the board member is attend a board meeting. In this role, board decisions are made. The CEO is accountable onl to governing policies set by the board. Volunteer hat: Carries no legal authority. This hat is worn outside of meetings. Boardmembers then help staffmembers or volunteer themselves, functioning as a resource to the CEO, providing expertise, helping out. Implementer hat: Similar to volunteer hat, the board member wears this, when he is carrying out a specific task that the board has authorized him to do. E.g. when a board member has been appointed, by board resolution, to be in charge of fundraising, because there is noone else to do it. Limited authority, seldom worn in most boards.
